Geographical Position And Natural Conditions


The North borders with Dak Nong Province, the South borders with Binh Duong Province, the East borders with Lam Dong Province and Dong Nai Province, the West borders with Tay Ninh Province and Kingdom of Cambodia. Binh Phuoc’s geographical position may be extremely favorable for economic exchange and development between the Highland provinces and others in the South key economic zone and especially the Southeast Asian countries via the neighbor, Cambodia.


Binh Phuoc Province is situated in the subequatorial tropical monsoon climate and characterized by 02 distinct seasons: the rainy season lasts from May to October, while the dry season lasts from November to next April; it is less affected by the Act of Gods, storm, flood and no earthquake is available; it is favorable for developing the agricultural and industrial production.



The security and politics of Vietnam in general and Binh Phuoc in particular are relatively stable against other countries in the region and the world, as the relatively favorable conditions for the investors to feel secure to launch investment, production and economic development.


The average GDP growth rate in the period of 2011-2015 was 10.78%/year. GRDP per capita in 2015 obtained US$1,867. The economic mechanisms transferred towards sharp growth of construction industry, gradually reducing the density of agricultural economic industry (2015 was estimated to obtain density of construction industry, service, agro-fishery and forestry of 24.8%, 38.5% and 36.7%, respectively).


Binh Phuoc Province is the home of nearly 01 million people, including over 640,000 persons in the working age, (Binh Phuoc’s available population structure is located in the “gold” population structure). The province is the home of 28 vocational training institutions, 02 vocational training schools, 02 professional villages; approximately 7,000 labors are annually trained in the entire province. Moreover, its human resources are trained by external training institutions, raising total trained labors of the province to approximately 120,000 persons/year.



There are two main national highways, namely: the National Highway No. 13, connecting Ho Chi Minh City, Binh Duong Province and passing districts of Chon Thanh, Binh Long and Loc Ninh, to Hoa Lu International Border Gate and connecting with the National Highway No. 7 of Cambodia and the National Highway No. 14, connecting Highland provinces through the areas of Binh Phuoc Province.

The plan to 2020 - 2025 unveiled that the Trans-Asia Railway is available to pass through Hoa Lu International Border Gate- Binh Phuoc Province, connecting the railway to Ho Chi Minh City and the Southwestern provinces, connecting Cambodia, Laos, Myanmar, Malaysia and Thailand. This is favorable for circulating goods and passengers among the regional countries.


Binh Phuoc is the home of many powerful hydropower plants such as: Thac Mo Hydropower Plant, Can Don Hydropower Plant, Srok Phu Mieng Hydropower Plant, etc., with total capacity of 288 MW. The province is covered with MV and LV wire lines with over 5,000 km of wire line, successfully ensuring the power consumption demand for production and life.


May powerful water plants are situated in Binh Phuoc such as Dong Xoai Water Plant and others, such as: Thac Mo, Phuoc Binh, Binh Long, Loc Ninh and Bu Dang with capacity of 6,000 - 20,000 m3/day and night, etc., successfully satisfying the water consumption demand for local residents and industrial projects in the industrial parks and clusters.


The local communes and wards are covered with the post & telecommunication network, satisfying the international communication demand and digital information broadcast. The mobile wave coverage is available in any corners of the province. The optical fiber network is transmitted to most of telecommunication stations in the local communes and districts.

The banking system has been developed in all districts and towns such as: Agribank, BIDV, VietinBank, Vietcombank, SHB, DongA Bank, etc.

Insurance services have been significantly developed, including insurers such as: Bao Viet, Bao Minh, Prudential, etc.

Customs Department is available in the border gates and some industrial parks. The Customs Department is going to be available in the remaining industrial parks of the province in the coming time, satisfying the clearance requirements of the concerned enterprises.

The consultancy services offered by the consultancy companies have been well developed in entire province.


Currently, the land fund for industrial production purposes is available in the advantageous traffic positions, with 13 industrial parks approved by the Prime Minister, covering an area of 4,686 ha and 01 economic zone in Hoa Lu International Border Gate with area of 28,364 ha. The infrastructure system of the industrial parks and clusters is increasingly perfected to attract the domestic and foreign investment. The economic mechanism transfers properly with high growth rate in many industries and sectors. Quality of trained human resources is improved. The physical and spiritual life of the local people is significantly improved. Binh Phuoc is characterized by young, dynamic, creative, and hardworking labor force, satisfying the production and business demand of the enterprise and investors.

In order to successfully attract and support the domestic and foreign investors, the Decision No. 01/2016/QĐ-UBND was promulgated on 7 January 2016 by the Provincial People’s Committee to supersede the Decision No. 40/2013/QĐ-UBND of Binh Phuoc Provincial People’s Committee dated 9 October 2013 on defining the investment encouragement and preference policies in Binh Phuoc province with 07 new points as follows:

1. Investment preference location: According to the new regulations, 10/11 districts and towns of the province are subject to investment preference, including Loc Ninh, Bu Dang, Bu Dop, Chon Thanh, Hon Quan, Bu Gia Map, Dong Phu, Phu Rieng, Binh Long town, Phuoc Long town (excluding Dong Xoai town), which 5 districts are subject to special preference location, including Loc Ninh, Bu Dang, Bu Dop, Bu Gia Map and Phu Rieng. Moreover, the industrial parks established as decided by the Prime Minister are also regarded as the investment preference locations, etc.

2. Investment preference fields: The list of investment field into agriculture and rural areas, etc., is added in accordance with the new decision.

3. A chapter in new Regulation has been offered to define the encouragement and preference policies for culture aspect. Accordingly, the general investment preference policies and investment into the socialization are subject to the higher land tax rate preference than the old regulation. The highest one is to exempt all land rentals. The lowest one is to exempt 10 years of land rentals for the investment project in the cities, etc.

4. The investment projects in agriculture and rural areas are also enjoyed with higher tax rate preference than those in the old regulation. The highest one is to exempt all land rentals. The lowest is to exempt 11 years of land rentals; land use fees when the use purpose is transferred; subject to support to invest in technical infrastructure items, etc.

5. The infrastructure construction is enhanced outside the industrial park fence: The local budget is annually arranged by the Provincial People’s Committee (PPC) to rehabilitate, repair, upgrade and construct the essential infrastructure works outside the fence of the industrial parks and economic zone, etc.

6. In order to improve the attractiveness for the investors and to the extent of the local authority’s settlement coverage, additional supports are applied by the PPC, such as: advertisement support within 3 initial years of operation with not over VND 12 million; free-of-charge support in providing legal information and consultancy on investment and business procedures; support for investment-commerce and tourism advertisement and promotion; support for primarily and regularly vocational training less than 3 months for the labor, etc.

7. Commitment on shortening the processing period and settlement of administrative procedures and applying one-door mechanism to receive and process the records and procedures in the Department of Planning and Investment and the Economic Zone Authority. This is the most outstanding new point. Particularly, the period for processing the administrative procedure in investment inside and outside the industrial parks is shorten, at most only equal to 1/3 of period prescribed by the Central Authority, etc.

With the guideline of “Enterprise’s success is our success”, Binh Phuoc always welcomes all domestic and international enterprises and investors to invest in the province. The provincial authority commits to always accompany with the investors during their production and business activities, creating the best conditions for the investors to produce and business with the highest performance.
